- ASSURANCES
- The district has provided written notice in a timely manner about the improvement identification to parents of each student enrolled in the school, in a format and, to the extent practicable, in a language that the parents can understand. (NCLB, Section 1116(c)(6)).
- Strategies and activities have been founded in scientifically based research as required by NCLB, Section 1116 (c)(7)(A)(i) and as defined in NCLB, Section 9101(37).
- Technical assistance provided by the district serving the schools is founded on scientifically based research (NCLB, Section 1116(b)(4)(C) as defined in NCLB, Section 9101(37).
- The plan includes strategies and activities that support the implementation of the Illinois Learning Standards and reflect the alignment of curriculum, instruction, and assessment with the Illinois Learning Standards.
- The district will spend at least 10 percent of the funds made available under Title I, Part A, subpart 2 of NCLB, for the purpose of providing high-quality professional development. (Title I districts only.)

- Description of Stakeholder Involvement
Summit Hill School District 161 is comprised of many stakeholder teams inclusive of the District Improvement Team, School Improvement Teams, the District Excellence Team, the Administrative Team, the Board of Education, as well as local school parent-teacher organizations (SCO) and the Implementation Team. All teams have provided input into the design of the District Improvement Plan as well as the school improvement plans. Examples include the Board of Education that has District Goals which direct the work of the entire district and school improvement teams. Each year stakeholders study the district goals and determine what has been accomplished over the past year. Next, they articulate what needs to be accomplished over the upcoming year so that our students continue to learn and to perform at the optimum level.
- Description of the District’s Responsibilities
Summit Hill District 161 has provided the following to enrich the wealth of teaching strategies that will affect student learning: a data base with
ISAT assessment data for each school to analyze in order to develop school improvement plans, the five District Goals that frame our work, as well as the implementation of a high-quality professional development plan. Additionally, the district budget has been approved indicating a high regard for ensuring that district funds provide equitable and quality services for the students in our district. We have received funds from our local Professional Development Alliance for differentiated staff training this year, as well.
- Description of the State’s Responsibilities
The Illinois State Board of Education (ISBE) has provided the district with an electronic accessible improvement plan template with directions for completion and submission of plans. Effective methods and instructional strategies will continue to be used to support student learning. The PDA has offered a number of workshops for staff to prepare out students for the ISAT Assessment in the areas of reading, math, and writing this year. The PDA has also provided training in the Standards Aligned Classroom (SAC) model.
III. Data and Analysis
- Data Collection and Information
Recent ISAT scores (2006) indicate that Summit Hill School District 161 schools have all met Annual Yearly Progress (AYP). The goal is to continue the AYP status in all of our schools as the percentage of meets and exceeds increases each year per No Child Left Behind. Note that Walker Intermediate and Summit Hill Junior High must maintain AYP status for two consecutive years. We are particularly monitoring the students with disabilities sub-group in all schools so that they meet the target percentage of meets and exceeds for the 2006-2007 school year (55%).
Summit Hill School District 161 is a high achieving school district with a large percentage of students meeting and exceeding state standards as evidenced on the ISAT assessment tests. We continue to strive to increase and deepen the learning experiences of our students through differentiated learning strategies as all students must meet of exceed standards by 2014 as determined by No Child Left Behind. Students who are not meeting or exceeding state standards are identified and serviced through differentiated learning strategies as well as from the assistance of reading specialists, reading recovery teachers, before and after school tutoring groups, literacy groups, and two programs unique to Walker Intermediate and Summit Hill Junior High that are the Turnabout and Academic Assistance Programs. Assessment measures are used across the district in a formative manner and summative manner to provide stakeholders with information regarding student progress. The district communicates student progress to parents eight times per year in addition to parent-teacher conferences 2 times per year. Parents are involved in special school-based activities such as curriculum nights, literacy nights, guidance workshops, i.e. emotional needs of students and parent-teacher conferencing.
IV. Action Plan Objectives for Continuous and Substantial Progress #1
Objective
To develop and implement a plan to accommodate the needs of our growing population. While student assessment continues to show that student scores are rising, we must prepare a transition plan that minimizes the disruption of student learning while the construction project and move to the new Junior High School takes place. Stakeholders such as teachers, parents and administrators will formulate the plan with this important end in mind.

Professional Development Strategies and Activities for this Objective
In order to accomplish successful transition, professional development activities will be at the forefront of our work. We will continue to implement differentiated instruction across grade levels and content areas by providing workshops and materials for professional development. Special education delivery service models will begin to be implemented, i.e. training in the flexible delivery model and intervention models. In-service, Institute Days, and monthly staff development workshops will include professional staff development as well as curriculum alignment. We will plan technological professional development as well.

Parent Involvement Strategies and Activities for this Objective
Parents will be notified through various publications, i.e. Parent-Teacher Handbook, district publications, local newspaper, teachers and principal publications, and, recently, cable television. Summit Hill School District 161 believes that parents are very important partners for student learning and support of the district. Parents participate in Title 1 projects such as literacy night and a parent resource lending library.

Objective
To develop engaging curriculum, instruction, and assessment that encompasses research-based practices and guides District 161 programs. Student achievement continues to make gains overall in ISAT assessment. As student needs range throughout the continuum it is important to address this through research-based practices, the district curriculum cycle, and assessment for instruction.

Professional Development Strategies and Activities for this Objective
An extensive staff development program will be implemented. We will study gifted legislation PA 094-00410 to improve delivery and quality of instruction to Honors students. We will implement the new middle school foreign language program and study options for an elementary program. A District Assessment Team will study district assessments. Curriculum will be aligned in all areas, and curriculum cycle work will continue.
